Mr. Atkins was born in Memphis, Tennessee on May 7, 1968. He received his B.B.A. from Baylor University in 1990, and his J.D. from the University of Arkansas School of Law in 1994. He was admitted to the Arkansas Bar in 1994 and the Texas Bar in 1995.
